How Long for Bock Ferment?

I've made a Bock using a kit and kilo mix. It was racked after a few days, I don't remember exactly how long it was as it was very slow to become active.
But after about 10 weeks in the 2nd wert its still bubbling only a couple of bubble every coule of minutes. Its been like this all along, very slow.
I measured the SG today it reads 1014 with an OG of 1056.
It has been in the garage where the temp has been a pretty constant 16-17*C.

The LHBS guy suggests its ready to be kegged as it shouldn't take any longer than 21 days for any brew to ferment, but I'm unsure as its still active.
Should I keg it or leave it a little longer?

Any help, ideas, thoughts appreciated.

The bubbles are almost certainly just CO2 coming out of solution. I would be very surprised if it was still fermenting after 10 weeks in secondary (plus however long your primary was). Do you know how long the hydrometer has been reading 1014 for? If your kilo was LDME this seems like a reasonable FG for a k&k to me.
