I'd be wary of adding two cans of stout together (particularly if you only top it up to 18 litres, as suggested).
You run the risk of it being too strong (too much burnt flavour) and too bitter.
If you wanted to, the can would be fine to use as usual. Just buy another yeast sachet and add malt and/or glucose as usual.
As the guest correctly says, the use-by date really doesn't mean anything for the malt, just that it might be darker than when it was packaged. The yeast would probably have had a separate use-by date stamped on it.
