They will eventually settle on the bottom or, in some cases, they may float on top.
If you are racking for bulk priming, it is not difficult in either case to avoid them transferring to your racking vessel.
The hops on the bottom will be mixed in with the yeast which has dropped down, and will stay put if you don't move your primary around during your racking. The floating ones, if any, will stay floating until the top of your beer drops down to tap level, and you will see it in your transfer tube. You can stop racking at that point if you wish.
