This is where recipe softward helps out big time - Making small batch beers. When you formulate your recipe, bear in mind that quantities will have a substantial impact on the final product. For example, a 2L lager yeast starter is fine for a 23L / 5+ Gallon batch, but waaaay too much for an 11L batch and will substantially impact on the flavour profile of the finished beer.
But in terms of ingredients, an 10L brew uses approximately 44% of a 23L batch recipe...So 2 to 2.5kg is in the zone. (edit: the assumes a linear relationship for the grains, but the hops are another matter...)
