In a GB I wouldn't think that sugar or dex makes too much of a difference. If you've got the dex use that though. You could always add raw sugar, which will contribute flavour, which dex and table sugar won't.
Re the priming amount, do the same as for beer. If you have a homebrew kit that came with a sugar measure use a full measure for 750ml an a half measure for a stubby.
Many if not most or all ginger beer kits contain artificial sweeteners, which many brewers frown upon and more still have found to be unpleasant in the finished product.
Do a search for ginger beer on this forum because you'll find a heap of tips to make the perfect ginger beer, including adding raw ginger and other spices to kits or brewing one from scratch.
